Story Development

Synopsis

In the White House, President Martinez walks into an office where a new report is being broadcast on a television in the room. The news anchor repeats the earlier information about Avias 514's 183 passengers having been moved stateside for quarantine after being exposed to a biological agent, and announces that those passengers are now being released to go home. She continues, however, that the pilot, Michael Buchanan, who navigated the emergency landing, died in quarantine from injuries he suffered in the crash. Vice President Jarvis also watches the report on television in his office.

Later, President Martinez meets privately with the Vice President and Director Sterling in the Situation Room. The President says domestic intelligence's priority is to find Sophia, Thomas, and the other sleepers, and asks why that has not already been accomplished or new information on them been obtained. Director Sterling replies to be aware the search operation was just begun several days ago, and Vice President Jarvis says that just means the ball was dropped. Director Sterling responds that it is hard to find something you don't know you are looking for, and informs the President of a new lead regarding the assassination attempt in Coral Gables--the pilot, Michael Buchanan. He says he would like to proceed by interviewing him again to see if he knows anything else about the people responsible. President Martinez agrees to this, but says he wants to interview him first.

Afterwards, President Martinez talks with Michael Buchanan in a cell where he is being held. Michael apologizes to the President for what he did, but says he should believe him that he did not have a choice. President Martinez responds that he did have a choice, but he will do everything in his power to help find Michael's daughters if he can tell him something to help catch the people that did this to him. Michael replies first that he has already told them everything he knows, then mentions that they almost did not go through with their plan. He explains that prior to his being placed on the plane, they were considering to abort until a call came in to go ahead. Michael answers that he recalls the call came in at 1:08PM, when he checked his watch to see how much time he had left before departure. Michael says he does not know how that information could help, but President Martinez says he does know.

Back in the White House, Vice President Jarvis walks to his assistant's desk, and asks the assistant, Eva, to pull up on her computer the transcript of the interview with Michael Buchanan that occurred that morning. She then tries to open it on her computer, but is not able to not access it. Eva says the computer told her the transcript has been restricted to the Executive Office of the President. Vice President Jarvis then heads into his office and takes a seat at his desk, staring at a photo of himself by President Martinez's side during the campaign.

One hour before the assassination attempt, Vice President Jarvis refuses cake at the President's son's birthday party and whispers into President Martinez's ear. Later, he tells President Martinez in the staff meeting with General Whitman and Director Sterling that they do not have enough information to let them out. Director Sterling agrees with the Vice President, but President Martinez says the Inostranka detainees have suffered enough and he still plans to close the facility. The President continues that he plans to proceed with the press conference in 2 hours to tell the American people the truth. Afterwards, Vice President Jarvis exits the President's retreat and tells his driver that he needs a moment in private. The Vice President then enters his car, closes the door, and makes a call to James Dempsey. The Vice President tells Dempsey that the President will not budge, and Dempsey responds that President Martinez has left them no choice--they have to stop him from releasing the detainees. The Vice President says he keeps thinking about the people on the plane, some of them children; and the supervisor reassures him that the release of the detainees would be worse. He thanks the Vice President for his service to their country, and instructs him to leave the retreat.

An operative chases Sean and Leila into an alley.

Sean, Leila, Peter, and Madeline flee Peter's apartment building as operatives storm through the apartment's front door. Madeline and Peter then flee, leaving Sean and Leila by themselves when an explosion Peter sets off in his apartment knocks Sean and Leila to the ground. Inside, one of the operatives in the hallway gets up slowly to continue pursuit. The operative wanders out the open back door of the upper-level apartment as Leila and Sean finish exiting out the parking lot fence. Leila and Sean rush halfway down the block, but then slow to a halt walk down the sidewalk as Leila asks where they are going. As Sean reassures her that they will fix the problems they are in, they walk out onto the street and come to a halt. Sean and Leila say that they love each other, and then Sean says that need to get to Los Angeles to follow up on their only lead while they start to walk down the street. Leila then asks how they will get their without money or identification as the operative climbs down a trellis to the sidewalk. Then, just after Sean answers that they will figure it out and it will be fine, he gets shot in his back left shoulder by the operative. Sean and Leila then move together off the street into an alleyway and hide around the corner of the next building. Sean grabs a metal rod and tells Leila to grab a rock. When the operative gets close enough, Leila tosses the rock momentarily distracting the operative. Sean then turns around the corner and strikes the man in the head with the rod such that he collapses onto some plastic crates. As Sean leans over in pain, he tells Leila to grab the gun from the man, who is still face down to the ground. She does so, and they rush down the alley and back out to the main street. They reach a locked station wagon, and Sean gives Leila the metal rod to break the window so they can get inside. She smashes the rear driver's side window, and they unlock and enter the vehicle. From the back seat, Sean then guides Leila to use a screw driver to start the ignition and she drives them away as just as a couple Atlantic police cars reach the street, their sirens blazing.

Leila gives Sean a towel to put pressure on the bleeding, and tells him she is taking him to a hospital. Sean replies that they cannot go to a hospital due to the murder warrant out on him, but Leila says they do not have a choice. Reaching the hospital, Leila tells Sean to trust her that they will not arrest them and leaves the car. She rushes over to a man heading to the hospital's parking garage, and asks if he is a doctor. He replies that he is, but his shift is over so she should seek help inside. Leila then pleads to come check her boyfriend in the car, as he has been shot, and the doctor rushes over with her. When he then says they will need help getting him inside, Leila points a gun to the doctor's back and says they cannot go inside. At the threat of being shot by Leila, the doctor gets in the front seat and drives them away from the hospital.

President Martinez is alone in the Oval Office and says to come in, allowing Director Sterling to enter. The Director confirms he was at the hospital, checking on Agent Lee, and notes that Agent Lee is out of ICU and should be discharged in a day or two. He then takes a seat and answers that he is not Simon's friend, but his boss. President Martinez then interrupts that he doesn't need any more explanation on that, and brings up the meeting Director Sterling requested at the President's Retreat a couple hours before the assassination attempt. He then explains what he learned from the Avias 514 pilot--that Michael got the go ahead call four minutes after the meeting dispersed. President Martinez continues that he knows the person responsible was not the Director, and that he has confirmed that it was not him by checking NSA monitoring records for every call in and out of the retreat on the day of the attempt. Showing the Director the file, he says the key to finding who we are looking for is in the records. Director Sterling replies that they will find them.

In the Vice President's office, Vice President Jarvis phones Dempsey. The Vice President tells him that President Martinez had a meeting with the pilot whose transcripts he cannot access; and since the President returned, Director Sterling has met privately with the President. Vice President Jarvis continues that this makes him feel cut out of the loop. Dempsey answers that, as far as he knows, the pilot does not know anything that could lead back to him. Vice President Jarvis replies that if he is exposed, he will not go down alone. Dempsey responds that no one is going to get exposed, but the Vice President asks how he can assure him of that. Dempsey then says the call is not a secure means of communication and asks to meet using their usual cover of Doctor Levesna. Vice President Jarvis agrees to meet as soon as possible, but says he cannot meet in a half hour as he needs to meet with the appropriations committee then or it will look suspicious. Dempsey then responds that it is the Vice President's choice and disconnects.

Two years prior, Senator Jarvis talks at the podium of his political party's national convention in New Orleans, Louisiana. After his speech, his assistant, Eva, notifies him that one of their major contributors is there and wants to speak with him. He agrees to the meeting and she takes the Senator to see the contributor, James Dempsey. Dempsey thanks the Senator for making the time to see him, and notes that he prefers to stay out of the spotlight. After Dempsey compliments the Senator's speech and notes it is a shame he did not clinch the nomination, Senator Jarvis says that it is now all about mobilizing their base for the big picture. Dempsey says he agrees, and that he knows that Senator Martinez, of the opposing party, is going to win the Presidential election. He continues that Martinez's running mate has not been decided yet. Dempsey then informs Senator Jarvis that Martinez is looking for someone from Jarvis's party to run with him and says Senator Jarvis would be a good fit. Senator Jarvis asks why he is telling him this, and Dempsey answers that he is doing it for the country to have balance, as he thinks Raymond feels the same way about it as he does, and is not too idealistic like Senator Martinez.

In the Oval Office, President Martinez and Director Sterling continue to examine the NSA records. The President says General Whitman is clean as the only call he made after the meeting was to his wife, and it ran for twenty minutes to well past 1:08PM. Director Sterling then says it is Vice President Jarvis, as he is the only person who knew what happened it that meeting who has not been cleared by the President. He continues that the records show the Vice President used his cell phone to make a call at 1:05PM, but the call was scrambled using a proprietary algorithm they cannot decode. The Director says the algorithm is several grades above military encryption and is not government technology. President Martinez then reads from the records that the call lasted two minutes, so it fits; but the Vice President is like family to him now due to all they went through during the campaign. Director Sterling responds that he thinks the Vice President made the call but that someone else formulated the plan--that Vice President Jarvis is an insider but not a leader and does not have the resources to have pulled off the attempt by himself. President Martinez then says he wants the Vice President arrested, but the Director replies that they have no grounds as the assassination attempt has been covered up and recommends they wait and set up wire taps. President Martinez says no to that suggestion and begins walking to the Vice President's office. Director Sterling accompanies him, trying to persuade the President not to confront him.

Upon reaching outside the Vice President's office, President Martinez tells the assistant, Eva, to immediately get the Vice President out from his office. However, before Eva can explain, he opens the door and walks into the office. When they do not find him there, they return to Eva and asks where he is. She replies that she is not sure, but he had her cancel his appropriations committee meeting and left a few minutes ago to see his doctor. Eva then answers that she does not know which doctor, as he made the appointment himself. President Martinez turns to Director Sterling, says to find him, and walks away from the assistant's desk.

Leila forces Dr. Kemp to treat Sean outside a hospital.

Still driving the station wagon, the doctor insists Sean needs a hospital but Leila says they will get what he needs to fix Sean and then he will work on Sean at his house. They arrive at night in the parking lot of Value Aid pharmacy, and the doctor worries that the pharmacy might not have what they need. He says for Leila to stay with Sean, elevate his arm, and talk to him, while he checks it out. However, Leila insists she is going to go with the doctor into the pharmacy, since she cannot trust anyone. The two of them then get out of the car and proceed into the store. As they walk to the pharmacy in the back of the store, the doctor tells Leila that no matter what her boyfriend did, it is not worth risking his life over it. Leila then answers that they already tried explaining things, but no one believes them and he would not understand. Outside, an Atlanta police car parks in front of the pharmacy and Sean lowers himself on the seat out of view. Inside, the doctor tells Leila it will look suspicious if she just stands there, but she just responds to go ahead and order. The doctor, Matt Kemp, then talks with the pharmacist, Bernard, and orders a plethora of medical supplies: a gram of subtriaczone, 2 liters of saline, some tubing, an intra-osces line, a 10-blade, some sterile-7 gloves, Bedadine, 5-O-mypo suture, an 18-gauge syringe, and five packs of serial 4x4s. Bernard jokes that it sounds like he is setting up a whole operating room. Matt answers that it does, and provides his license number when asked. Bernard then says it appears they have everything ordered and begins to put it together. Leila and Matt glance over and see two Atlanta policemen getting some water. Matt then tells Bernard to hurry, per Leila's instruction, and Bernard returns with the supplies. Doctor Kemp pays the total, $167.68, with a bunch of cash and tells the pharmacist to keep the change. They then exit the Value Aid together and head to the car to find Sean no longer inside.

In James Dempsey's home office, Dempsey's assistant Ardra pours him some coffee and Dempsey, who is sitting on a couch, says thank you as she leaves. Then, Lonner arrives with Vicky, saying he picked her up outside of Houston. Vicky responds that she had to take care of a few things her mother needed help with and was going to report in the next morning. James replies that family is important, and tells Vicky to have a seat. As Vicky does so, Lonner leaves per Dempsey's hand gesture. Dempsey tells Vicky he likes her and always has, and offers her some coffee. Vicky refuses the offer, and Dempsey uses an eyedropper to add a few drops of what he calls an herbal sweetener to his coffee. Dempsey says he is cutting sugar out of his diet, and asks Vicky to explain what happened in Texas with Leila and Sean. Vicky says she barely made it out of there alive, and Dempsey confirms that her associate, Carter, confirmed that. Dempsey continues that Carter was not sure how they managed their escape and thought they may have had inside help. Vicky denies this and tells Dempsey they were just caught off guard when they arrived ahead of schedule, and came in firing. She notes that Carter also managed to get away, and agrees to resume her work. Dempsey then informs Vicky that her next target is Vice President Jarvis, and Vicky answers that it will only be a problem for him.

Outside the Kneeley Medical Plaza building, Vice President Jarvis arrives in a limo with police and Secret Service escort. An agent tells the Vice President that the building has been swept and the doctor's office is clear for his arrival. As the Vice President then walks in the building and towards the office, he presses a button on his phone. Two secret service agents escort Vice President Jarvis inside the office, and he tells them they do not go any further before entering the exam room.

A Secret Service liaison tries to locate Vice President Jarvis.

In the Oval Office, Director Sterling tells a staffer that they need his discretion in a matter concerning the Vice President. President Martinez says that he wants him brought back here immediately, and the Director tells the staffer to patch into his detail to do so. The staffer then uses a cell phone to contact the Vice President's Secret Service detail and learns he is in with his physician. The staffer then passes on President Martinez's order to get him out of there, and the agent on the line, Agent Romo, knocks on the door. When the Vice President does not answer, he opens the door to find out the Vice President is not there. The agent then heads out the back door leading out of the room. In the Oval Office, the staffer communicating with the agent tells the President that Vice President Jarvis is not there, and that there was another door leading out of the room. Director Sterling then tells the man to activate every available field agent, establish a perimeter to search for the Vice President, and to not come back without him. The man then leaves the room.

Meanwhile, Vice President Jarvis walks down a long hallway by himself and passes through a metal doorway into a dimly-lit room with an array of electrical equipment labeled "Cleveland Damper Control". The Vice President sees Vicky and asks what she is doing there. Lonner comes in through the fire escape behind the Vice President, and they both point a gun with silencer at him. Vicky then says they were sent there to kill him, but she shoots Lonner in the chest instead and he collapses. Vicky then returns to pointing her gun at the Vice President and says she wants out, and says it is his life for Dempsey's--that he needs to inform the authorities that Dempsey was behind the plot to kill President Martinez. She continues that he needs to bury Dempsey, and that is the only way either one of them gets out of there alive. Vicky then lowers her gun and leaves the room.

Outside the Value Aid pharmacy, Doctor Matt Kemp spots some blood on a post near the corner and rush around it to find Sean on the ground near a dumpster. Doctor Kemp says that he needs to work on him there. He gives Leila a kind of large scissors and she follows Doctor Kemp's instruction to tear open Sean's right pants leg up to his knee and then apply a saline injection into Sean's leg bone to restore Sean's blood volume. After hearing the pop of the injection, Leila follows the doctor's instruction to place the saline solution high on the wall so it flows into Sean. Meanwhile, the doctor opens up the front of Sean's shirt and searches for the bleeding artery. When he cannot find it, he and Leila tear open some gauze and stuff it in the hole in Sean's chest. Matt then finds the bleeding artery with his fingers and guides Leila to press her fingers there as he uses some needle and thread to suture the injury. While finishing to stitch Sean up, Matt says that Sean is going to make it and speculates that Sean must have blown a clot. Leila follows the doctor's instruction to switch in a new bag of saline and tells Sean he is okay. Doctor Kemp then says that if there is any fever or dizziness, to get Sean to an ER or abduct another doctor, that he does not care. Leila responds by saying thanks to Matt for his help.

Vice President Jarvis is injured by a van explosion.

Back in Washington, DC, the Vice President calls Agent Romo and tells him he needs to return to the White House. The Agent replies that they have been trying to find him for almost 20 minutes, and he tells the agent he is under a stairwell behind the building so they can come to him. Agent Romo and several other agents then rush outside. Meanwhile, Vice President Jarvis makes places a call to President Martinez, and says he is coming to turn himself in--that he has been involved in some terrible things that he can never take back. Agent Romo then radios that he has a visual on Vice President Jarvis, and rushes to him as Raymond admits to being involved in the assassination attempt and claims to have been forced into doing what he did by a very powerful man. A van then pulls up and parks nearby as Agent Romo gets to Vice President Jarvis. As Romo and Ray head up some stairs and across the street, the van driver is walking away and remotely sets off a bomb in the van. The explosion sends Vice President Jarvis and Agent Romo to the ground, ending the call before Ray could answer President Martinez who was manipulating him.

James momentarily appears younger in the mirror.

Later, James Dempsey is on a call with one of his operatives and squirts some fluid from the eyedropper in his own mouth. The operative on the line tells Dempsey that it is done, but he had to go ahead with their backup plan. Dempsey notes that this means Vicky did not come through, and the operative confirms that, adding that it appears she killed Lonner and then bolted. James says he understands, thanks the operative, and hangs up the phone. He then gets up and heads to a mirror in his office. While staring at the mirror, Dempsey appears to get much younger as the age lines disappear from his face momentarily. However, a few seconds later, the age lines return him to his previous appearance.
