Character History
1944
Simon was one of the people, along with Sophia and Thomas, who was on the plane that crashed in the Brooks Mountain Range. Simon and Thomas follow Sophia's orders and lead the able-bodied passengers away from capture. They find a Quonset hut, enter alone and discover that the society doesn't have the technology required to send them home. (Casualties of War)
1945
In an apartment in New Mexico, Simon confronts Thomas about abandoning their people. He discovers that Thomas has been trying to get their people home by working for the Manhattan Project at the Los Alamos National Laboratory and advancing human understanding of nuclear technology. 1954

2000
At the CIA Headquarters, in Langley, VA, a medic carefully conducts some blood tests on Simon. They talk about Simon's prospects of succeeding as a CIA agent. When the tests are over, Simon enters the restroom and removes a thin plastic tube filled with blood from his arm. (To Keep Us Safe)

2009
At the Mount Inostranka Facility, Simon and Sophia discuss their plan of action. Simon reveals he had recaptured a man named William who wants to buy his freedom back with information on "the event". Sophia tasks Simon to convince him not to and disagrees with Simon's suggestion to warn the government about "the event", saying that she needs him to sort out the troubles and protection of their own people, not anyone else. Sometime later, Simon attends a meeting along with Director Sterling and President Martinez about the origin of the Inostranka prisoners. Simon explains their physical differences, saying that their DNA varies from ours by slightly one percent. (To Keep Us Safe)
Days later, Simon accompanies President Martinez and Director Sterling as they visit the facility. (I Haven't Told You Everything)
2010
Driving in his SUV, Simon races down the streets of Miami, trying to stop Avias 514 from taking off because of a supposed "terrorist". On the phone, he informs Miami International's control tower of the situation, but they cannot get to the plane as there is no response and the transponder is off. Simon hangs up in frustration and tries to intercept the plane on the runway, but it takes off. He brakes at the end of the runway and takes a call, answering a man that he could not stop it.
Later, Simon is still in his SUV, and spots the plane approaching the President's Retreat. He tells someone to do it now if they are going to do it. (I Haven't Told You Everything)
At a warehouse, Blake fills Simon in on recent events and appoints him as the leader of a special operations unit to track down any detainees who have been hiding among society. Later, Simon enters a building and hugs his brother, Thomas. Fearing retribution from the government, he asks where Thomas transported the plane and what he did to them. Thomas tells him the plane is in Arizona and gives Simon a paper with the coordinates. After arriving at the Arizona desert, Simon and his team find the "dead" bodies of the Avias 514 passengers.(To Keep Us Safe) He briefs the President that the passengers appeared to be fleeing from what "killed them".
Simon continues to take orders from both Sophia and President Martinez. Sophia asks him to deal with William, who was prepared to reveal information about the assassination attempt in exchange for freedom. (Protect Them from the Truth) In the White House, President Martinez orders Simon to tighten security around his family and to find the identity of the man (who was Thomas) that made contact with his son. (A Matter of Life and Death)
When the President negotiates with Thomas for the cure of the Avias 514 passengers' illness, Simon informs Sophia that the President is intent on killing the detainees if the antidote is not given. In a park, Simon expresses his concern for the detainees' lives and fights with Thomas, who refuses to give in. Later, in the White House Situation Room, Simon listens on as Thomas asks for the release of one detainee, Sophia, in exchange for the antidote. The President agrees and reveals his plan to follow Sophia and capture Thomas. (Casualties of War)
